Abstract
Artificial Intelligence Weapon Systems (AWS) are transforming modern warfare with their advanced autonomous capabilities while introducing significant ethical, legal, and security challenges, such as unclear accountability, compliance with international law, and potential misuse. These challenges underscore the urgency for a comprehensive regulatory framework. This study proposes the SEP (Security, Ethics, Platform) framework, a systematic approach to the institutionalization of AWS. By focusing on technical stability through a pre-certification system, ethical responsibility via accountability structures, and global trust-building through a multilateral cooperation platform, the SEP framework provides a clear roadmap for ensuring the safe and responsible operation of AWS. This framework not only enhances military efficiency but also aligns technological innovation with global ethical and security standards.
