Abstract
Recently, European Telecommunication Standards Institute decentralised congestion control (DCC) algorithm is criticised for its poor performance and stability, and is even attributed to its reactive control approach itself. However, as long as the DCC control parameters are configured to react with moderate changes, it is claimed that both the performance and stability are no worse than in adaptive control. This with an instance of reactive transmit datarate control is demonstrated.
