Abstract
In this paper, we propose a layered video coding scheme for multimedia applications which adopts a new motion prediction structure with temporal hierarchy of frames to afford temporal resolution scalability. Moreover, the proposed scheme can offer spatial scalability using image pyramid decomposition. Thus it provides a 2-D scalable multi-layered bitstream for heterogeneous environments, so that spatial resolution and frame rate can be independently adjusted according to various user requirements. In addition, it can have a higher compression ratio than replenishment since motion estimation and compensation further reduce the temporal redundancy.
